Chief Secretary, Environment Board, and Industry Secretary asked to file personal affidavits

The Chhattisgarh High Court has expressed grave concern over the worsening environmental conditions in Korba, citing issues of coal transportation, fly ash mismanagement, and air pollution.
A division bench comprising Chief Justice Ramesh Sinha and Justice Amitendra Kishor Prasad issued strict directions during the hearing of a suo motu PIL on Friday.
Court Says: People’s Lives Severely Affected by Dust, Potholes, and Heavy Vehicles
The court noted that uncontrolled coal transportation, illegal truck parking, and fly ash dust have severely impacted the lives of local residents.
It directed that BALCO (Bharat Aluminium Company) be made a party to the proceedings and instructed the registry to issue a notice.
The state counsel has also been directed to provide a copy of the Court Commissioner’s report to BALCO.
Court Commissioner’s Report Reveals Grim Reality
In his report dated October 8, 2025, Court Commissioner Ravindra Sharma highlighted:
- Roads in Korba are filled with large potholes due to heavy coal trucks.
- Fly ash and coal dust have made visibility poor and air unbreathable.
- Industrial chimneys within city limits are worsening pollution.
- Locals are suffering from respiratory illnesses.
- Illegal parking and frequent traffic jams have become routine.
The report concluded that despite repeated complaints and minor interventions, the situation remains unchanged and urgent remedial action is necessary.
Environment Board, Industry Department Asked to File Affidavits
The court directed the Chhattisgarh Environment Conservation Board and Department of Commerce & Industry secretaries to file personal affidavits detailing action taken so far.
Their reports must be placed before the Chief Secretary, who has also been asked to submit a comprehensive response.
All Thermal Power Plants Must Comply Strictly
The bench further instructed that all thermal power plants in the Korba region must take active steps for pollution control and adhere strictly to environmental norms.
The next hearing is scheduled for October 29, 2025.
